Quality indicators
The motorway Concession of Autostrade Alto Adriatico (SAAA) is governed by ART Resolution No. 133 of December 2018.
A distinctive feature of the Concession awarded to SAAA is that it constitutes an “in-house” assignment for the management of the motorway sections A4 Venice–Trieste, A23 Palmanova–Udine, A28 Portogruaro–Conegliano, A57 Mestre Bypass (for the relevant portion) and A34 Villesse–Gorizia. The assignment was made within the framework of cooperation among public administrations for the enhancement, development and protection of the territory, in line with Articles 2 and 17 of Directive 2014/23/EU.
This cooperation made it possible, on 14 July 2022, to sign the Cooperation Agreement between the Company, the Grantor and the Regions of Friuli Venezia Giulia and Veneto (public shareholders).
In the aforementioned Cooperation Agreement, as required by ART Resolution No. 133/2018, paragraph 23.6 of Annex A, and with regard to quality indicators, Article 24.3 specifies that “the mechanisms for awarding the related bonuses/penalties […] shall apply starting from the third year of effectiveness of this Cooperation Agreement and, in any case, not before the return to the ordinary regime following the end of the State of Emergency and the corresponding update of the Economic and Financial Plan.”
Considering that the State of Emergency was most recently extended until 31 December 2025 by the Prime Minister’s Decree of 23 December 2024, and that—barring further extensions—an appropriate period will need to be defined thereafter for the return to the ordinary regime, it is deemed that during this period the relevant quality indicators may be formally defined.
In any case, upon the expiry of the State of Emergency and within the timeframe allowed for re-entering the ordinary regime, a proposal for quality indicators consistent with the regulatory framework in force at that time shall be submitted to the Grantor, the Ministry of Infrastructure and Transport.
The following indicators, agreed with the Grantor within the framework governing the content of the Service Charter, are already being monitored:
| Quality Indicators (MIT) | Unit of measurement | 2024 Report |
